Chapter 04 steps outside William's story to deliver the series' foundation: the history of the Tribunal itself, told in the style of an old-world documentary. It traces the institution back to Khora, a magistrate whose radical approach to judging captured wolves reshaped an entire system — and the unlikely bond he formed with a condemned man that changed both their lives. From there, the chapter follows a rise to power, a jealous monarch's betrayal, and a desperate flight to build a new home from nothing — the true origin of the paddocks and Tribunal readers have already glimpsed in William's present day. The chapter closes back in the present, where William discovers a strange inheritance from his uncle that ties his own life to this legacy in ways he's only beginning to understand.
